clojure/data.xml: parse entity references

Question

Currently when parsing with :coalescing false :replacing-entity-references false entity references are not present in tree. For example, parsing this XML:

<?xml version=\"1.0\" encoding=\"ISO-8859-1\"?>
<!DOCTYPE foo [
<!ELEMENT foo ANY>
<!ENTITY ref \"my reference\">]>
<foo>&ref;</foo>

results in this tree without the reference:

#xml/element{:tag :foo}

I have a patch which keeps entity references in tree as keywords, but I'm not sure how to proceed with it if I don't have a Jira account. Do I understand correctly that the process is to leave a post here, and wait for a developer to create a ticket? How can I post the patch for public review?
