`(nthrest nil n)` returns `nil` instead of `()`

Question

According to the documentation nthrest should be equivalent to calling rest repeatedly, but its behaviour differs when coll is nil.

I also noticed neither of the nthrest and nthnext functions are included in the test-nil-punning.
